We play a vital part in producing the energy that powers the daily lives of millions of people around the world. Harbour’s diverse global footprint includes oil and gas production in Norway, the UK, Germany, Argentina, Mexico, North Africa and Southeast Asia. 

As well as playing a significant role in meeting global energy demand safely, we also work hard to reduce the environmental impact of our current operations and are developing carbon storage projects that will be essential to delivering a sustainable energy transition.

Geographical reach

Norway

In 2024, Harbour acquired a significant asset base in Norway and became the largest international independent oil and gas company in the country and we are the second largest exporter of natural gas. In 2024, our Norway business produced 178 kboepd on a pro forma basis.

Norway is Harbour’s largest producing country and accounts for over a third of our daily production. After the completion of the transaction where Harbour Energy acquired the Norwegian assets of Wintershall Dea, production averaged 180 kboepd in the first quarter of 2025.

UK

Harbour is one of the largest producers of oil and gas in the UK North Sea.

Our UK offshore operated positions include the Greater Britannia Area, J-Area, AELE, Catcher Area and Tolmount Area. We also have non-operated stakes including Elgin/Franklin, Buzzard, West of Shetland (Clair, Schiehallion and Solan, which is operated) and the Beryl Area. Our other UK North Sea interests include East Irish Sea, Galleon, Ravenspurn North and Johnston.

Germany

Harbour is one of the largest oil and gas producers in Germany with a significant operated position. Production is both oil and gas and diversified across three production hubs: Mittelplate, Germany’s largest oil producing field, Langwedel-Holtenbüttel/Gas Nord which includes the major Völkersen gas field, and the Emlichheim heavy oil field.

Argentina

Harbour Energy has been active in Argentina for more than four decades, where we are a major supplier of energy and one of the country’s top producers of natural gas. We partner with operator TotalEnergies in the CMA-1 concession in Tierra del Fuego province; in Neuquen province we are partners in the San Roque conventional oil play and in the Aguada Pichana Este unconventional play in the Vaca Muerta shale formation. Harbour has a 15% interest in the Southern Energy floating liquefied natural gas (FLNG) export project which will provide access to global natural gas markets and prices.

Mexico

Harbour is one of the leading international upstream companies in Mexico, with interests offshore and onshore and comprising all phases of the E&P value chain with its exploration, development and production assets.

North Africa

Harbour’s gas-weighted portfolio in North Africa, acquired with the Wintershall Dea transaction, comprises a material position in Egypt along with interests in Algeria and Libya. The position in Egypt makes Harbour one of the critical suppliers of gas into the Egyptian domestic market.

Safety

Why oil and gas remain important

Global energy demand is forecast to continue growing beyond 2050. As renewables only provide a small share of the energy we use today, we will still need safely and responsibly produced oil and gas as we transition to a lower carbon world.

In addition, crude oil remains an indispensable raw material and will continue to be used where there are no alternatives, for example for heavy transport and in the chemicals industry. Natural gas will play an essential role in the transition to a lower carbon economy, both as a direct energy source and in the production of large volumes of hydrogen in the future, helping to decarbonise heavy industry and long-haul transport.


Making a positive impact

Our oil and gas production doesn’t just keep the lights on. We also contribute to energy security in the countries where we operate and provide high value jobs and career opportunities.

We support the goals of the Paris Agreement and are focusing on near-term actions to reduce emissions from our own operations. Over the longer term, we have set an aspiration to be net zero by 2050 for our gross operated Scope 1 and 2 CO2 emissions with an interim target to halve emissions by 2030 (from 2018 levels).

Our greenhouse gas intensity1 was 14 kg CO2e/boe in 2024 and we continuously work to reduce our environmental impact. Our investments in carbon capture and storage projects are creating critical infrastructure for the safe transportation and storage of captured CO2 emissions, vital to decarbonising essential industries in the future.

We also support the United Nations Sustainable Development Goals. Our work specifically targets health and wellbeing, gender equality, affordable and clean energy, decent work and economic growth, reduced inequalities and climate action.

We aim to create shared value for all our stakeholders directly and through our supply chains, and we focus on creating an engaged, diverse and inclusive workforce, while making sure our people are kept safe and well.
